Residence Permit for Self Employed

• Hello
  
  Is their anyone moved to France on a Residence Permit for Self Employed from an OECD country such as Canada, Japan etc. (except EU)
  
  This is the information I am looking for
  
  OECD passport holders do not need a Business Permit but they needs a Long Term Stay Visa (information from Local Embassy)
  
  Upon arrival in France they are issued with a Residence Card and have no restriction on business activity (information from Invest in France agency)
  
  I need to know what kind of residence card is this; a permanent or temporary.
  
  So if their is anyone gone through this procedure any information will be very helpful.
