Workiing in Dubai

• Dear All
  I am from India. I have been selected in oe of the companies in UAE. I have received work permit by soft copy. Now I have received a mail from Ministry stating that I need to pay $5500 as a deposit. This is to confirm that I have not been involved in any crime etc.
  I have been asked to contact federal ministry of internal affairs,Dubai. After I pay only I can get the hardcopy.
  Is there anything to be paid to Government?
  To whom I can confirm that the documents which I received by mail are real/genuine.
