No problem with SIM purchase
Anyone can buy a German SIM card, you don't need to be a resident for that.

There is a new mobile provider www.simyo.de
I guess, - current the cheapest SIM-Card provider by shopping via www.
If you like to get one personally, i recommend you this 1000 of Tchibo-shops in all cities. Check shops and tarif at www.tchibo.de

SIM Cards.
It´s not correct, you have to register all German Cards.
The only one without registering is the globalsim international Mobile SIM-Card, form globalsim.net.

SIM Cards/ Phones
Under the German Fernmeldegesetz all telephones must be registered to an address and German bank account.
In November 2005 I noticed that ProMarkt and MediaMarkt and Saturn now have notices that telephones are sold on the basis that a German ID Card or a Passport and Meldebescheinigung are presented at point-of-sale.
