income tax paid in South Africa

• I was told to pay R4395 in tax, for 1999 even though I had left South africa in October 99, and the assesment they made was incorrect. I have been trying to get it sorted out , but have been sent from pilla to post.
  Does any one have any idea of who to contact about this.
