NOC rule change now in KSA?

I want to ask a question. A person came to back to Pakistan from Saudi Arab on 9th Feb, 2007 without NOC. Now how much time to wait get new visa of Saudi Arabia??I hear from my friend wait three years, is it correct?
Kindly guide me according to lattest labor laws, I will be very thankful to you.

NOC rule for Pakistani employees
i just listen few days ago that Saudi Govt, has exempted the requirement of NOC for pakistani worker.Now not required NOC letter for any pakistani Engineer or employee.
