Changing employer before stamping visa?

• My friend just arrived from India on a work visa. He has undergone medical tests and the fingerprinting process. Now he has found a better job. The labour contract has NOT been signed and his visa is NOT stamped on his passport. Qatar ID is NOT issued.
  
  What is the procedure to change the employer? Is NOC required or is simply exiting the country enough?
