VAT - Refund - how does this work?

• I want to import some goods from Germany to Qatar but have to pay VAT on these in Germany. Does anybody know if I can get this refunded and how? Thanks for your help!

  if you are exporting you will not have to pay or should not, we bouth some goods from UK supplier in germany but told them it is international shipmetn so they did not charged us VAT
