• do i need to register with the german town i am trying to move to, before i can apply for german residency for a stay longer than months? So there is no way to go there looking for work ?

  Yes, you must register but usually only after arriving. This is a requirment for Germans as well. The rest depends on your citizenship and purpose of sojourn.
